What is “Fraud” by your understanding? Thought experiment:
Much of the world charges internet data by the MB/GB used, rather than priced by speed. When a person loads YouTube, the video buffers, but then an AD plays, and post-AD the video must be reloaded again, and the buffer started over from null. Effectively costing nearly double the MB/GB, to watch a video than SHOULD be (logically charged as an expense). My question is, how is this “Not Fraud”? or is this Fraud that has gone on long enough without consequences? What is “Fraud” as you understand this concept?
